Quality Management

The quality management system (QM system) of BEV is based on the standard ISO 9001 and is built in a process oriented way. The permanent improvement of products and processes of BEV, the collaboration with international organisations, the motivation, the qualification and impartiality of the employees as well as the good cooperation are the pillars of the quality policy of BEV, with customer satisfaction on top of it.

The QM system of BEV includes all its activities and is described in a quality manual. Quality manager and quality assistants in the individual organisational units of BEV support their heads and employees in the application of the QM system in the daily work. The compliance with the regulations of the QM system is checked by annual audits. The effectiveness of the management system is also evaluated annually and improved by actions that arise from it.

BEV has signed an international arrangement in the frame of the Metre Convention („Mutual Recognition Arrangement“, CIPM MRA) for the mutual recognition of the measurement standards and calibration and testing certificates of national metrology institutes. Base for the recognition is besides proving the metrological competence by participating in international key comparisons of the measurement standards the implementation of a QM system pursuant to EN ISO/IEC 17025.

For the Metrology Service of BEV, therefore, the requirements of standard EN ISO/IEC 17025 “General requirements for the competence of testing and calibration laboratories” apply additionally. This standard contains requirements, which testing and calibration laboratories have to meet, if they want to demonstrate that they operate a quality management system (QM system), that they are technically competent and are able to generate technically valid results. These requirements include

  • requirements for the management, e.g. the organisation of the laboratory, the documentation, the treatment of nonconforming work and complaints or the review of the management system;
  • technical requirements, e.g. the qualification of the personnel, appropriate laboratories, measuring equipment and testing and calibration procedures or the form and content of reports.

An accreditation or a certification of the QM system is not necessary according to CIPM MRA, self declaration is sufficient. But the QM system has to be presented to a group of international experts (TC-Q, technical committee – quality) of the regional metrology organisation EURAMET, who decides whether the requirements of the CIPM MRA are fulfilled. In addition, the compliance with the requirements of the CIPM MRA is assessed by experts of other national metrology institutes in the frame of peer visits. Then the EURAMET TC-Q expressed confidence in the QM system of BEV. So the precondition for the international validity and recognition of calibration and testing certificates was given. In order to maintain the recognition an annual report on the development of the QM system has to be delivered to the TC-Q, which is examined by QM experts. Furthermore, the presentation of the QM system to the TC-Q mentioned above has to be repeated every five years.

The QM system of the notified body of BEV is oriented to fulfil the requirements of the EU measuring instruments directive MID as well as of the standards

  • EN 45011 (ISO/IEC Guide 65) General requirements for bodies operating product certification systems
  • EN ISO/IEC 17021 (former EN 45012) Conformity assessment – Requirements for bodies providing audit and certification of management systems as well as
  • EN ISO/IEC 17020 (former EN 45004) General criteria for the operation of various types of bodies performing inspection

and is described in a separate QM manual.
